ThePrimary CareNurse Manager is responsible for the oversight and management of nursing personnel in the Primary Care Clinics. The incumbent ensures that staff provides care and counseling of persons or in the promotion and maintenance of health and prevention of illness and injury based upon the acceptable standard of care which includes systematic data gathering, assessment, appropriate judgement, and evaluation of human responses. The incumbent demonstrates (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning; (b) Using advanced clinical knowledge/judgement to promote staff involvement in planning, decision-making and evaluating outcomes, (c) Functioning as an expert in clinical practice and/or areas related to the assigned roles and responsibilities, (d) Systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within area of expertise, (e) Guiding, developing, and supporting staff from a leadership perspective, and (f) Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities. The nature of the work environment places the incumbent in a key position requiring tact, diplomacy and reliable decision-making abilities to carry out assigned responsibilities.

Work schedule: 8:00 a.m. - 4:30 p.m. Monday through Friday and may vary depending on the hiring facility.

    • BASIC REQUIREMENTS:
      • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Full unrestricted Licensure, Certification, or Registration required
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
        • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

      -Must be a current WTVAHCS employee

      -Must have supervisor's approval and no pending disciplinary action.

      Grade Determinations:
      The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

      Nurse I, Level 1 - Associate Degree or Diploma in Nursing with no experience.
      Nurse I, Level II - ADN or Diploma in Nursing or ADN or Diploma in Nursing and Bachelors degree in a related field or Bachelor of Science in Nursing (BSN).
      Nurse I, Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related filed and approximately 2-3 years of experience; or a BSN with approximately 2-3 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
      Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 2-3 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
      Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.

      Salary: Applicants education and experience will be reviewed by a Professional Standards Board in determining the grade and salary of the applicant selected.

      Reference:VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

      SpecializedExperience:Have at least one of experience as a program manager, Example: Developing systems for a facility involving patients with spinal cord injury and traumatic brain injury. Oversees and works closely with facility care management teams to include nurses and social worker case managers. Manages Military Treatment facility referrals and the list of combats veterans located in the facility catchment area.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
