Duties

The Registered Nurse Supervisor assigned to Tele Mental Health-Hub (TMH) will be responsible for coordinating day to day clinic operations, ensuring nursing care is in compliance with VA Telemental health guidelines and best practices.
The Telemental Health Hub (TMH) consist of an interdisciplinary team with Nursing Staff, Psychiatry, Psychology, Pharmacy, IT and Administrative Staff.
The incumbent will be responsible but not limited to: managing time and attendance, ensuring that staff are current on necessary training, facilitating training and maintaining adequate staffing to meet clinical needs. Monitor nursing staff performance, annual performance evaluations and performance improvement plans.
The TMH Nursing Supervisor will also provide direct services for veterans receiving telemental health services. The incumbent will utilize electronic information and telecommunication technologies to support and promote mental health treatment to Veterans over a wide geographic area.
The Tele-Mental Health Hub is a new program and in the start-up phase, all team members are expected to participate in the development and expansion of the program.
Registered Nurses assigned to the TMH will support patient care across multiple locations utilizing various care delivery strategies including Case Management and Care Coordination. This includes TMH management for acute care, non-acute care and transitions of care . The RN performs independently and in collaboration with providers and other members of the healthcare team. The TMH Nursing Supervisor appropriately delegates to other team members, is responsible for providing case management and care coordination activities, clinical triage and making complex clinical decisions, including suicide risk assessments. The TMH RN is assigned to a dedicated Psychiatric Care Team, and works collaboratively with other members of the healthcare team.
The TMH RN Supervisor will be located at the Long Beach VA which includes local community based clinics. The RN supervisor will oversee and provide care to veterans throughout VISN 22, which includes Arizona, New Mexico. and rural sites throughout the U.S..
The TMH RN Supervisor is responsible and accountable for all elements of the nursing process when providing and/or supervising patient care. He/she assesses, plans, implements and evaluates care based on cultural and age-specific components. The TMH RN assumes responsibility for the coordination of care focused on patient transition through the continuum of care. Strives to improve patient outcomes and satisfaction. Considers all characteristics of the individual, including age and life stages, state of health, race and culture, values, and previous experiences.
The TMH RN Supervisor must be proficient in developing, implementing and overseeing a plan of care/action to meet the needs of patients and families using TMH as the modality. Duties include but are not limited to: Education involving the use of pharmaceuticals, their desired effects, the normal course of illness and treatment, potential complications and indicated therapeutic interventions. The incumbent must demonstrate an ability to accurately document patient findings, assessments and care provided in the Electronic Health Records (EHR). The TMH RN Supervisor is responsible for conveying any concerns, urgent or emergent needs, suicide risk, acute changes or side effects of medication to the appropriate provider.
The incumbent will provide nursing clinical leadership and consultation to improve and sustain the quality and effectiveness of care for depression, anxiety, PTSD, smoking cessation, substance abuse, severe and persistent mental illnesses and other mental health disorders in consultation with assigned providers. Contact with the Veteran may take place individually, in groups, but most commonly by TMH or telephone.
The incumbent will be proficient in developing Quality Improvement Strategies to improve the function of the team, enhance patient care and promote positive outcomes. The incumbent will demonstrate professional behavior and the ability to work effectively with others in providing care to patients. He/she demonstrates effective communication skills to promote professional cooperation and team building with internal and external customers. Ability to collaborate with peers in completing unit workload. The incumbent must possess good organizational skills which enable completion of work and demonstrate the ability to assume leadership in a patient centered program.

Work Schedule: This is not a telework position. Work schedule at VA Long Beach Healthcare System Monday to Friday day shift may vary. May require adjustments in locations and tour of duty to provide supervision for program staff working from CBOCs and altered tours of duty to provide care to Veterans in other time zones, ( i.e. Central time, Mountain time or East Coast time).

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript.       Preferred Experience:
      Experience supervising/managing a telemental health program preferred.
      Nursing management experience preferred.
      At a minimum, applicants should possess experience as an RN that is determined to be sustained and consistently at or above an acceptable level of quality.
      Experience in outpatient psychiatry and Tele-Mental Health
      Masters in Nursing Preferred
      Experience in Care Coordination/Case Management.
      Professional nursing experience should be documented on the Application for Employment - Nurse and Nurse Anesthetists (VA Form 10-2850a).
      One year (or more) working experience as a mental health registered nurse.
      Nationally recognized certification in psychiatric nursing/mental health, informatics or case management.References: VA Handbook 5005/27, Part II, Appendix G6, NURSE QUALIFICATION STANDARD, dated March 17, 2009.


      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
