We are pleased to announce a dynamic and exciting opportunity available for an experienced Registered Nurse to serve as the Regional Clinical Manager (Nurse IV) for the VA Office of Community Care (OCC) , Delivery Operations, Claims Adjudication and Reimbursement (CAR) Directorate. The applicant must be physically located at one of the following locations:
  • Clarksburg, WV
  • Cleveland, OH



Duties

The incumbent will serve as an administrator, educator and consultant that utilizes management theory in collaboration with the VA Office of Community Care and other services. He/she serves as an organizer and coordinator of the clinical components for the authorization of non-VA services in response to individual healthcare needs along the illness and care continuum and in multiple settings. He/she will utilize all avenues of resources available to provide safe, efficient, timely coordination of quality health care and services, and will report to the CAR Nurse Executive and Regional Officer.

Major Duties:

- Demonstrates grade-appropriate, consistent critical thinking skills
- Provides executive input on strategic planning, budgets, mission, operational planning and policy development for local and network efforts
- Consultant to OCC staff and greater community in areas of expertise
- Promotes a practice environment that empowers nurses to provide compassionate and efficient care
- Provides leadership in the development of policies and systems to devise strategies that will enable the organization to successfully manage bioethical issues and protect patients and family
- Mentors and/or precepts staff; serves as subject matter expert regarding VACC issues
- Serves as clinical resource for staff conducting concurrent and retrospective claim audits
- Manages complex personnel matters while maintaining dignity of the constituents and upholding the intentions of governing directives
- Manages planned and imposed change in an effective manner; assist the consumer within the organization and/or community to move through the change process
- Share expertise within and/or external to the organization by leading interdisciplinary groups such as committees, task force, projects formal teaching, publishing, or professional activities
- Develops, implements, and maintains formal/informal communication systems with a wide constituency of colleagues
- Identifies outcomes that can be improved
- Leads the performance improvement process to sustain or improve clinical and administrative outcomes
- Provides leadership in the development, implementation, and review/revision of policies, protocols, procedures, standards of care, and competencies for complex and diverse integrated programs; evaluates operational outcomes
- Establishes processes to support evidence-based clinical administrative practice, including developing, conducting, and evaluating research activities

Telework Schedule: Highly qualified applicants may be allowed to telework locally; this is granted at discretion of the Office of Community Care Management Team and is conditioned on satisfactory training and job performance.

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Experience: Strong knowledge base in clinical aspects of care, working knowledge of health care resource utilization and/or care management, and effective skills in managing, teaching, negotiating, and collaborating with multidisciplinary groups, such as local community and VA resources with client/family focus. Minimum of five (5) years of progressively more responsible executive or mid-level leadership assignments in medical or administrative areas. Evidence of self-direction and interest in the application of Care Management and Utilization Review activities and programs. Proficiency in database management. In-depth knowledge of accreditation standards. Previous/Current Veteran's Health Administration (VHA) experience. Experience with process improvement projects, performance improvement projects, and exceeding performance measures in the delivery of clinical care.

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
      Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
