Duties

This position is located in Quality Management Service at the Greater Los Angeles VA Health Care System, Los Angeles, California. As the Associate Chief Quality Management, you will be responsible for promoting and coordinating the quality management program by demonstrating leadership, experience, and creative approaches as it relates to meeting current accreditation standards, performance measures and performance improvement activities to ensure high quality patient care. You will participate at the senior management level within the facility in overall planning and management activities, assists management in top-level decision making concerning short and long range strategic planning, policy setting, executive responses and daily operations. Major duties and responsibilities include, but are not limited to, the following:

  • Provides clinical and administrative functions relative to quality management and the coordination of accreditation activities including internal regulatory surveys (i.e. OIG CAP) and external agency reviews (i.e. The Joint Commission, Long Term Care Institute (LTCI and CARF) with appropriate preparation planning;
  • Serves as the liaison to facility staff and leadership, for continuous readiness, processes and performance improvement projects;
  • Analyzes data and reports to identify trends in performance activities;
  • Facilitates the development and ongoing involvement of an interdisciplinary team approach in initiating and implementing programs that promote the achievement of GLA's performance measures;
  • Initiates corrective measures in quality improvement in collaboration with interdisciplinary teams and guides and directs other staff in implementing continuous readiness and performance improvement activities;
  • Provides education and training for nursing and other interdisciplinary staff in relation to continuous readiness, performance improvement, just-in-time training, data management and other new or changed regulatory standards of care and practice established by internal and external regulatory agencies; and
  • Collaborates in a team-oriented, customer-driven, professional environment to promote access and coordination of care; educate and empower patients and their families; enhance the customer experience with positive interactions; and promote the coordination, continuity and integration of care.
Work Schedule: Full-Time, Monday - Friday, 8:00 am - 4:30 pm

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Experience: Advanced knowledge of Quality Management/Performance Improvement principles, methodology and processes including use of a variety of statistical tools. Advanced knowledge of patient safety principles and the mitigation of risk that lead to innovative, evidence-based approaches in the improvement of patient care delivery. Advanced knowledge/experience with healthcare accrediting organizations as it relates to patient safety and risk and regulatory government agencies. Excellent customer service skills including effective communication skills and the ability to work with a diverse population. Demonstrated ability to accurately implement VHA and GLA policies, regulations, standards of care and standards of practice. Critical thinker who demonstrates use of sound judgment in decision-making and problem solving with the ability to multi-task, set priorities and meet short deadlines. Effective leadership skills in facilitating collaboration of multidisciplinary teams at all levels of the organization to achieve positive patient care outcomes. Effective professional leadership, organizational and time management skills. Supervisory experience, demonstrating the management and evaluation of staff performance.

      • Intermediate or advanced skills in using MS Office or equivalent software (i.e. Word, Excel, PowerPoint, Outlook and Vision)

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
