Central Texas Veterans Health Care System (CTVHCS) is one of the largest integrated health care systems in the Department of Veterans Affairs and includes facilities in Temple, Waco, and Austin, TX. Community-Based Outpatient Clinics are located in Brownwood, Cedar Park, Palestine, and Bryan-College State. NO STATE TAXES!

Duties

Work Schedule: Monday through Friday, 7:30 a.m. to 4 p.m. or 8 a.m. to 4:30 p.m. although other day tours may be required.

This position is telework eligible; however, incumbent is required to work from the office during orientation and on a rotational basis thereafter. The NVCC RN serves as a clinical subject matter expert in interpreting and implementing Care in the Community (CITC) program guidelines, policies, and practices. Assists in interpreting and applying Fee Basis standards and policies to each CITC request/consult. Determines veteran eligibility for CITC and/or the Veterans Choice Program. Identifies and documents care to be authorized. Utilizes critical thinking skills to identify, analyze, and resolve patient care coordination issues. Coordinates ancillary outpatient services or other patient needs upon discharge from community healthcare facilities to ensure timeliness and quality continuity of care between VA and CITC providers. Utilizes complex automated data processing systems and their application for communication, data management, and reports (e.g., VISTA, CPRS, VSSC, FBCS, Microsoft Word, Excel and Outlook). Maintains tracking system of consult approval and completion for data retrieval and to ensure an accurate, meaningful reporting system. Monitors the Choice Program's National Contractor's web portal daily to track status of referrals, assist veterans with Choice program questions, respond to Secondary Authorization Requests, and to download results. Reviews results to determine if Community Care consults can be marked as complete. Initiates referrals to other disciplines and/or services as appropriate. Monitors the CITC program elements and processes and identifies core needs of interdisciplinary staff regarding Fee program regulations and requirements. Utilizes appropriate criteria when reviewing CITC consults. Contacts requesting physicians when additional information is required or concerns are identified. Ensures appropriate supporting clinical data is available for each consult reviewed. Follows established clinical protocols to order basic laboratory or imaging tests to process CITC consults/referrals. Performs follow-up activities with patients and/or vendors to ensure timely response to consults related to high-risk requests or those associated with timely diagnosis of major diseases or health problems. Conducts focused reviews for clinical input on a consultative basis. The CITC RN demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. The incumbent is directly responsible to the CITC Program Coordinator.

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Grade Determinations:

      The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.
      Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

      Preferred Experience:
      • Bachelor's Degree in Nursing (BSN) preferred.
      • Three to four years of clinical nursing experience in the acute medical, surgical, or psychiatric setting preferred.
      • Demonstrated ability to communicate effectively with a wide variety of clinical and non-clinical staff.
      • Demonstrates effective time management skills.
      • Knowledge of VA regulations, policies and procedures related to Veteran eligibility for NonVA care.
      • Demonstrated expertise in use of CPRS, VistA, and Microsoft Office Suite (particularly Word and Excel).
      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
