Registered Nurse- Utilization Review/Manager

A full-time position exists for a Registered Nurse for Utilization & Quality Management at the Phoenix VA Health Care System. The Utilization Manager (UM) is a consultant who works with staff at all organizational levels to assist the organization meet regulatory and accreditation compliance. The UM is a key component of VHA's Quality Management System, providing vital tools for managing quality and resource utilization. UM's assist care teams to ensure the right care, in the right setting, at the right time, for the right reason utilizing evidence-based practice and continuous measurement and improvement.

UM's provide forward-looking evaluation of the appropriateness, medical need, and efficiency of health care services per evidence-based criteria. This proactive approach provides just-in-time information to guide evidence-based decision making and establishes the expectation of ongoing collaboration with other patient management services such as case and care management, nursing, social work services, mental health, and discharge planning.

The incumbent will develop, maintain and implement a performance improvement program in conjunction with leaders for assigned areas as indicated, and will facilitate, educate or participate on teams and/or committees for the identification, analysis and resolution of identified patient care and process issues. The nurse will utilize research, measurement tools, assessment and forecasting techniques to enhance continuous quality improvement throughout the organization. The nurse will provide support, consultation and educational services to team members for implementation of change and actions which foster positive outcomes throughout the organization. The Registered Nurse will complete clinical patient care and provider reviews, utilization reviews and written reports as assigned. In addition, the incumbent will provide coverage for other QSI staff as assigned.

Work Schedule: Monday through Friday, flexible hours between 7:00am 5:00pm.

    • Basic Requirements:
      - U.S. citizenship.
      - Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
      - The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
      - Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      - BLS per local policy

      Grade Determinations:
      The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      - Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      - Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      - Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.

      - Quality or utilization management experience.
      - Evidence of a high level of leadership, motivation, self-direction.
      - Demonstrates the use of sound nursing and administrative judgment in decision making and leadership with interdisciplinary clinical and administrative groups.
      - Possess a broad acquaintance with clinical treatment systems, performance measurement, and quality principles.
      - Possess ability to utilize computer-based systems including software applications (word-processing, spreadsheets, statistical analysis, etc.).
      - Is able to communicate effectively both orally and in writing with professional, administrative, and technical staff at all levels.
      - Utilizes critical thinking and demonstrates use of sound judgment in decision making and problem solving.
      - Must be a team player and demonstrate the use of good interpersonal and facilitation skills with ability to develop and sustain collaborative relationships, resolve conflict, and handle negotiations effectively.
