Officially established in October 2006, the Orlando VA Medical Center serves more than 110,000 Veterans in East Central Florida and includes a 120-bed Community Living Center, two Mental Health Residential Rehabilitation Treatment Programs/Domiciliaries (60-beds located at the Lake Nona Campus and 58-beds at the Lake Baldwin Campus), three large multi-specialty Satellite Outpatient Clinics in Orlando (Lake Baldwin campus), Viera and Daytona Beach, and four Community-Based Outpatient Clinics located in Clermont, Kissimmee, Orange City, and Tavares. The new medical center at Lake Nona is fully operational for outpatient, inpatient, and emergency services. As VA's newest state-of-the-art health care facility, Orlando's 65-acre medical campus encompasses 134 acute inpatient beds, providing complex Medical/Surgical/Mental Health specialty care, advanced diagnostic services, and a large multi-specialty outpatient clinic. The Orlando VA Healthcare system is affiliated with the University of Central Florida and other local community colleges, with active affiliations in allied health programs, such as Nursing, Pharmacy, Physical/Occupational Therapy, and Social Work.

Duties

The Orlando VA Healthcare System is currently seeking a dynamic, experienced senior nurse leader for the Associate Director, Patient Care Services (ADPCS)/Nurse Executive position. The ADPCS serves as the top executive for Nursing and is a key member of the senior executive leadership team for the organization, involved in organizational assessment, program development and strategic planning. The incumbent shares the responsibility for overseeing and directing all daily operations, promoting and monitoring quality patient care, for all critical operational and fiscal indicators, and for developing and supporting strategic directions for the Medical Center and all other sites of care. He/she is the chief spokesperson for organized Nursing Services and is the catalyst for the integration and collaboration of Nursing (1,059 FTEE), Social Work (249 FTEE), Sterile Supply (59 FTEE), and Geriatrics & Extended Care 176 FTEE) Services with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Duties would typically include, but not be limited to:

  • Participate fully in senior-level management decisions related to administration and/or clinical issues throughout the Orlando VA Healthcare system and serve as an active member of all Councils/Committees that govern and influence the operations of the medical center and other satellite sites where patient care is delivered.
  • As the designated Nurse Executive/Leader for the Orlando VA Healthcare System, is responsible for the direction and oversight of the practice of nursing by all Advanced Practice Nurses, Registered Nurses, Licensed Practical Nurses, Nursing Assistants and Health Care Technicians (assigned under Nursing Service), regardless of service line/or supervisory authority.
  • Exercise final authority and approval for nursing functional statements/position descriptions, nursing care policies and procedures; nursing standards for nursing practice, treatment, and services; nurse staffing plans; and other nursing standards to measure, assess, and improve patient outcomes.
  • Ensure that all Nursing, Social Work, and Sterile Processing staff that require licensure and/or certification as a condition of employment, possess the required unrestricted license at the time of initial appointment and continually thereafter.
  • Ensure a competency process is in place to evaluate individual practice/competency, as well as an effective, fair, and equitable review process for awards and annual performance appraisal ratings and processing.
  • Has responsibility and accountability for establishing optimal standards for Nursing, Social Work, and Sterile Processing practice and ensures the continuous and timely availability of quality services.
  • Active involvement in strategic planning within VISN 8 and nationally.

Work Schedule: Core hours are Monday through Friday, 8:00 am to 4:30 pm; additional hours may be required based on demands.
Relocation Incentives: Are NOT Approved

      • English Language Proficiency. RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
      • Graduation from School of Nursing. Graduate of a school of professional nursing approved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. t
        • The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rd Floor, New York, New York 10006 or call (800) 669-1656 extension 153. The NLNAC accredits all levels of nursing programs. Additional information may be obtained from the NLNAC web site; or
        • The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN).           • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded.
          • In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
      • Registration. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA.
      Grade Determination for Nurse V: Master's degree in nursing or related field with BSN [or a Bachelors degree in a related field If MSN obtained in a Bridge Program, no BSN required.] AND approximately 5-6 years of experience; OR Doctoral degree (preferred) in nursing or related field AND approximately 4-5 years of experience; OR any education as stated above AND appropriate basic or advanced certification.

      Five (5) years of related experience in nursing administration required, with successful supervisory experiences and demonstrated progression towards higher level leadership positions.

      Preferred Experience:
      • Doctoral degree in Nursing or related field.
      • Recent successful experience at the ADPCS level in a highly-affiliated, complex VA Healthcare System.
      • Nationally-recognized certification as a Nurse Executive-Advanced (NEA-BC).
      • Demonstrated ability in previous assignments to efficiently and effectively address changing priorities in making critical decisions in stressful environments.
      • Demonstrated dependability for duty and flexibility in work assignments/hours in previous assignments.
      • Advanced knowledge of VA healthcare delivery system operations/metrics and of external/internal review and/or accrediting body standards, such as Joint Commission, CAP, etc.
