VA Northern California Health Care System (VANCHCS) is an integrated health care delivery system, offering a comprehensive array of medical, surgical, rehabilitative, mental health and extended care to veterans in Northern California.
The Nurse Manager for Shasta CLC is responsible for the administration and evaluation of nursing services, program implementation, personnel management, and overall operations for the unit. S/he is responsible for the delivery of quality patient care, including appropriate documentation, clinical competency and continuous quality improvements projects, consistent with VA Northern California Health Care System. Incumbent is responsible for a full range of duties, serving as the expert to oversee the operations of the assigned areas and demonstrates mastery in leading the Nursing Team. Removes barriers through active collaboration with Director of Nursing, Nursing Supervisors, providers, site managers, and support services. Manages resources effectively to improve overall patient outcomes, using the group process in decision-making. Assesses the educational needs for staff and collaborates to assure that learning needs are met. Completes annual performance reviews and proficiencies in a timely manner and effectively maintains competency files, assuring competency and safe practice for assigned staff. Performs human resource functions including behavioral interviewing for selection of staff, in a fair unbiased diverse environment. Promptly submits documentation for staff promotions and awards. Effectively addresses disciplinary problems and closely collaborates with Employee Relations to resolve issues. Maintains working knowledge of the AFGE contract, abides by the contract, along with all laws, regulations and VA directives. Implements action plans to assure that performance measures are met to improve organizational performance. Assures a safe patient environment and immediately corrects deficiencies. Submits reports and data in a timely manner. Supports a work climate that is conducive to recruitment and retention of staff.


Duties

  • Responsible for direct coordination of staffing, physical facilities, supplies and equipment for nursing services to patients on a 24 hour, 7 day a week basis.
  • Manages the administration and evaluation of nursing care, program implementation, personnel management and overall operations for the units.
  • Manages the delivery of quality patient care, including appropriate documentation, employees clinical/performance competency and continuous National and VANCHCS Performance Improvement Measures, consistent with VANCHCS mission.
  • Oversees and monitors employee's adherence to VHA Privacy/HIPPA and Information Security rules and regulations.
  • Responsible for retention and recruitment of highly skilled nursing staff, monitoring changes in work flow, technical and equipment needs, and ensuring a workforce that can adapt to a rapidly changing environment.
  • Responsible for ensuring employees complete mandatory annual and on time facility and nursing training and reviews within mandated time frame.
  • Responsible for ensuring annual appraisals/proficiencies are completed, communicated to the employees and submitted in a timely manner.
  • Familiar with established policies and procedures, administration of the unit in accordance with LTCI /GEC/CARF and VHA policy. Responsible for ensuring staff compliance with VANCHCS and unit based policies and procedures.
  • Knowledgeable in the application and completes reports regarding policy and procedures that include but are not limited to: staffing reconciliation, payroll exceptions, risk management, patient incident and personnel accident, EEO and sexual harassment allegations.
  • Provides leadership and collaborates with the team to improve and sustain the quality and effectiveness of services to patients in an inter-professional setting.
  • Promotes evidence based practice in all clinical environments to provide/ensure optimal patient care outcomes.
  • Works collaboratively with nursing education team to identify and promote staff development and enhance staff competencies, and System Redesign initiatives. Collaborates with Director of Nursing, Professional Development for program development, quality care, performance measures and resource planning.
  • Maintain an integrated delivery system through expansion of clinical practices.
  • Maintain operational efficiencies through emphasis on safe practices and national safety.
  • Actively implements Lean principles, supports quality improvement projects and promotes a culture of continuous quality improvement.

    • Basic Requirements:
      • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
      Preferred Experience:
      • Minimum of four years' successful clinical practice and/or minimum three years' critical care or progressive care with demonstrated leadership abilities in coordinating care in a multidisciplinary setting in a tertiary care setting.
      • 3 years of practice as a nurse/manager in a med/surg/progressive care unit within the last 5 years.
      • National Certification (Rehab)
      • BLS and ACLS certification through the American Heart Association
      • BSN and/or Master's degree from an accredited school of nursing recognized by the VA (Commission on Collegiate Nursing Education (CCNE) or The Accreditation Commission for Education in Nursing (ACEN).
      • Member of an appropriate professional nursing organization and seeks continuing education and professional development opportunities consistent with the annual learning plan.

      Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
      • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
      • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
      • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
      • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
      • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
